"Intelligence is not just a State affair anymore" Background Intelligence as such, was till the end of the 80's of the 20th century a subject dealt by governments and nations. It had a military/security meaning. Public and private companies dealt with information, not with intelligence. During the 90's more and more corporations developed the concept of business intelligence as a competition tool. The terror attacks of 9.11.2001 brought into world conscience the fact that future wars will be mostly addressed against civilians, perpetrated by civilians and not against the military establishment. The first and basic condition for private and public civil organizations to be able to protect themselves cost effectively and without interrupting their day to day business and activities is to have access to real intelligence and knowledge, not just unprocessed information. The Rationale While the physical damage caused by terrorism may be statistically less than that of traffic accidents or other mishaps, the atmosphere created by a terrorist act casts an overwhelming sphere of influence over society, far in excess of its statistical risk to the individual. The key to minimizing the psychological damage of terror attacks is knowledge – knowledge of manipulation used by the terrorist; knowledge of the means used by the terrorist to achieve his goals. Where such knowledge is lacking the terrorist has a far grater chance of success. Fear instilled in a public unaware that it is being manipulated is far in excess of the actual threat. Proper intelligence will provide awareness and education and might play a major role in helping corporations and civil organizations maintain the integrity, conviction and wisdom needed in order not to be swayed by the threat of terror. Intelligence Threat, Vulnerability, Risk Assessment (TVRA©) and Cost Effectiveness Analysis Public and Private Civil Organizations have no access to military intelligence that includes also intelligence provided by the official intelligence establishment (CIA, FBI, others). The "dream" called Information Sharing might take years to materialize (if at all possible). That is why, so far, Corporations and civil Institutions have done little to counter properly the psychological impact of terrorism, paying a tremendous social and economic price while they wait for Governments to "solve the problem" for them. We believe in a proactive approach. Companies, Corporations and Civil Public Organizations can use intelligence coming from open sources that is readily available for them. As former senior intelligence officers, we can establish the great value of Intelligence coming from open and accessible sources. Sometimes Information coming from open sources when properly processed and evaluated will have a tremendous value. Intelligence official Organizations all over the world invest a lot of resources in the analysis of this kind of information. |
